What is Performance-Based Budgeting?
PBB is a popular and proven budget preparation and cost improvement method based on the best practice principles of Activity Based Management (ABM). PBB is successfully used by government organizations of all sizes.

PBB improves the cost of public sector activities and services. For example, Performance Based Budgeting focuses on city work… Fill Potholes, Answer Alarm Calls, Issue Permits, Repair Sidewalk, Investigate Complaints, Process Traffic Ticket Payments… not city workers.

What is the Workshop Objective?
This 2 1/2 day workshop will train managers and employees how to successfully self-implement and use Performance-Based Budgeting (PBB) to improve the accuracy and size of your city, county, state or federal government organization.

Who should attend?
Because budgets are built from the ground up, every department manager should participate in the workshop.

What is the Agenda?
To minimize disruption to their job and maximize the use of real data, participants will attend either a morning session or afternoon session.

Morning Group: Day One

  • Learn the principles of PBB
  • Learn how to define activities and workload in your department
  • Watch the instructor perform an activity analysis interview
  • Participants will return to work to gather their activities

Afternoon Group: Day One

  • Learn the principles of PBB
  • Learn how to define activities and workload in your department
  • Watch the instructor perform an activity analysis interview
  • Participants will return to work to gather their activities

Morning Group: Day Two

  • Learn how to calculate activity cost
  • Watch the instructor calculate activity cost in class
  • Group Exercise … use the activity cost data to define a cost improvement plan
  • Participants will return to work to calculate their activity cost

Afternoon Group: Day Two

  • Learn how to define activity cost
  • Watch the instructor calculate activity cost in class
  • Group Exercise … use the activity cost data to define a cost improvement plan
  • Participants will return to work to calculate their activity cost

Both Groups: Morning of Day Three

  • Learn the 5-Steps to prepare a Performance-Based Budget
  • Watch the instructor prepare a PBB
  • Present PBB to pre-selected government leaders
  • Define Next Steps

Who is the Trainer?
ICMS will provide a knowledgeable, experienced trainer to lead your workshop.
